Joel Barnett
Chief Executive Officer
Joel brings over 30 years of distinguished public safety experience to BCC Security Services. Rising to the rank of Commander in the Los Angeles County Sheriff’s Department—the largest in the nation—he led key divisions including Training, Personnel, and Contract Law Enforcement Services. His expertise in operational leadership, training, and municipal security brings a strategic edge to modern security management.
In addition to his law enforcement career, Joel is a seasoned educator with more than 20 years of experience teaching at the university level, leading seminars, and contributing to public safety education programs such as those at the Simon Wiesenthal Museum of Tolerance.
He holds dual Master’s degrees in Clinical Psychology and Criminal Justice Administration, along with a B.S. in Public Administration and a Business Management Certificate from Cornell University. Joel’s rare combination of field experience and academic depth ensures exceptional leadership and results-driven security solutions for BCC clients.
Marcus Collins

Marcus is a highly skilled security professional with over 30 years of experience in Security Consulting, Armed Security Operations, Law Enforcement, and Contracting. His expertise spans counterintelligence, vulnerability assessments, and high-level threat mitigation, with a proven track record of executing successful security operations worldwide.
Throughout his career, Marcus has held critical roles in special programs, leading mission coordination and tactical security teams across Europe, Asia, the Middle East, and Africa. His decade-long service with the Los Angeles County Sheriff’s Department further solidified his expertise in law enforcement and public safety.
Marcus is extensively trained in security protocols and holds certifications in private investigations, executive protection, and armed security. His deep operational knowledge and strategic approach ensure top-tier security solutions for BCC Security Services clients, providing unparalleled risk mitigation and protection.
Ray Chavez
Chief Operating Officer
Ray is a dynamic leader whose career spans two decades of impactful public safety service and over a decade of successful business management. His 20-year tenure in Public Safety, primarily with the Los Angeles County Sheriff's Department, included significant experience in investigations, instilling in him a strong foundation of strategic thinking, critical analysis, and decisive action.
Building on this foundation, Ray transitioned to the hospitality industry, successfully overseeing multi-million dollar operations and demonstrating his ability to foster collaborative teams and drive business growth through innovative strategies. Ray's diverse experience and commitment to excellence help drive the mission of BCC Security Services.

Michelle Fabro
Chief Workplace Officer
Michelle Fabro is a strategic workplace operations leader with over 18 years of experience in public safety, recruitment, risk management, and training. As BCC Security Services’ Chief Workplace Officer, she leads the design and implementation of onboarding, training, and compliance programs that strengthen BCC’s operational excellence and safety culture.
Previously, Michelle held progressive leadership roles with the Los Angeles County Sheriff’s Department, including Recruitment Coordinator, Risk Management Coordinator, and Instructor for the Mental Evaluation Team (MET) Unit. She successfully managed large-scale recruitment campaigns, modernized onboarding processes, and enhanced workplace safety initiatives.
Michelle is known for her collaborative leadership, accountability, and dedication to building a positive and high-performing workplace culture. She holds a B.A. in Psychology from Southern New Hampshire University and California certifications as an Advanced POST Dispatcher and Level II POST Instructor.
